How did you progress throught the ranks in the old eastern european communist governments? |

In case this may seem an odd question let me put it like this: in our system you go to school, then university, then choose a profession, take professional exams, join a practice, become a success in it, then join a political party, get selected as a candidate, start making a name for yourself and then get elected to either a parliament in the UK or the Senate in the USA. But how did it work in the old USSR and eastern Europe? You went to school, then...er...what?
For an example of how confused I am about their old systems, take the case of Milosovic. I have read various accounts of him in the press. One said he had been a banker before becoming dictator of Yugoslavia, another that he was a lawyer, another that he had been manager of the state power company...
