By Constitutional requirement, the US government conducts a census every 10 years. This year, a friend of mine (really) received a form from the Census Bureau on the "American Community Survey", reference http://www.census.gov/acs/www
All of the literature accompanying this survey say "Response required by law, Title 13, USC Sections 141 and 193."
This is not sitting well with my friend, who likes his privacy and is somewhat reluctant to discuss his personal life with government survey personnel. Is he really required to respond? What's the deal with this survey? Didn't the 2000 Census take care of all this need for the government to ask potentially intrusive questions?

Clarification/Follow-up by tomder55 on 01/12/05 3:49 am: The fines are frankly excessive and confiscatory . If you refuse, the fines are every question not answered,a $100 fine. And for every intentionally false response to a question, the fine is $500. The total fines could range from upwards of $10,000 and $50,000 for noncompliance.
