If you believe the concepts put forward by your fellow countryman Roger Penrose in his book, The Emperor's New Mind, it will never happen, because no computational hardware yet conceived possesses certain capabilities that seem essential to intelligence, thought, and cognition.

You might want to try tackling this book. I found it quite interesting. Even though it must be at least ten years old at this point, I would think that much of the material is still current enough for the issues in question.
